A lot car drivers seems to think so, but with a few exceptions you have just as much right to ride there as they have to drive there. I'd recommend some common sense though. Being right isn't much comfort if you get run down, so try to avoid places where traffic is too bad.

I'm having Trouble understanding your question. I'm assuming you mean "why aren't mountain bikes as good as road bikes". Just like different tools are good at different tasks, different bikes are good at different types of riding. MTBs aren't good for road riding b/c the suspension steals pedaling energy, the wide, knobbly tires roll heavier than narrow slicks. The more upright riding posture creates extra air drag. During fast descents they eventually run out of gears. OTOH road bikes aren't good for off-road riding. The narrow tires bog down on soft surfaces. It's Easy to get pinch flats. The ride is harsh.

Road bikes are more efficient - for road riding - because they are lighter, have lower rolling resistance, a more aerodynamic riding position and doesn't lose any pedaling energy to suspension in the frame or fork. It's not really a fair comparison though. A MTB ridden off road will be more efficient than a road bike ridden off road.
