not really. this is because sand does not have minerals and nutrients in it that soil does. also, they do not retain water as long. however, sand can be added to soil to make it more stable.
If your garden soil is very clumpy like clay, then adding sand is an ideal solution to break up the soil. This allows the nutrients to properly be absorbed in the roots, and may assist in needed drainage.
