It may be just a way of him cleaning his bum, but it is best to get him checked by the vets, especially if this is a common thing and not a one-off. My dog does that alot outside, if she is constipated and there is poop she just cannot get out!

Yes, it's safe as long as the water isn't that hot and you don't point the nozzle at the puppy's face of anything that seems irresponsible. I've given my puppy a shower before, and he's totally okay. However, dogs can damage their eyes if they rub them on the ground (tile, etc.) so make sure you dry your puppy pretty well and don't let him scuttle around on the floor, rubbing his eyes all over it. They are teething ! Give puppy a chewy to massage his gums on, and keep the shoes or anything else you don't want chewd off the floor. Puppy is a baby.
