No, legally speeding is never allowed. The way the police and the law looks at it is if the car in front of you is traveling the speed limit you have no need to pass them. If they are going below the speed limit you can legally pass as long as you do not exceed the posted speed limit. I know what you are thinking. I am going to exceed the speed limit to pass as I want to get around them as quickly as possible but that is a violation of the law. Even though everyone does it.
