No, I don't think so. They were loosely governed by the British; were largely a pirate haven for some time; much of the inhabitants came as refugees from the American war of independence as well as from Bermuda earlier on; they are in very close proximity to US and have strong influences from there; have some influences as well from the Caribbean; the more populated islands are closer to Florida whereas the unpopulated atols (many so to speak) are scattered towards West Indies proper - making the sociogeography very misleading according to many sources; they don't have a sugar cane culture like the other islands - not much grows there; different tectonic plates and geography from West Indies.

Therefore, more in common historically with US and Bermuda. Hence not part of the West Indies but has a fair bit of influence from it.
