The Tanakh (that is, the Hebrew Bible, composed of the Torah (law), Neviim (prophets) and Ketuvim (prophets)) is at the center. The Talmud can be thought of as the collected lecture notes of the various rabbis teaching the meaning of Torah at the academy in Babylon over a period of hundreds of years. The lecture notes contain everything from profound observations to humorous asides, and the various rabbis quoted in the Talmud don't always agree with each other. You swim in the sea of Talmud in order to better understand Torah.

The Torah, without question. The writings of the prophets after the Torah are seen as instruction about how to understand the Torah, and most of what makes up the Talmud can be seen as commentary or argument about how to interpret the Torah.
