No. It's always been 17, ever since 1968 - when it was lowered from 18. But, in 2012, the Lib-Dem's have said that, and the Prime Minister has confirmed that, the driving age will be lowered to 16 in England, kept 17 in Wales and N.I. but raised to 21 in Scotland. Weird.
