No. It is clear that the cartoon published by the NY Post was not a racist cartoon about the President. The police in the cartoon say, "They'll have to find someone else to write the next stimulus bill" and this is after they shoot the rabid chimp.
In reality days before, a chimp went crazy, beat a woman half to death, and had to be terminated. (For the CNN item, see the Related Link.)
The cartoonist was comparing the actions of the stimulus bill's writers to the actions of a rabid chimp, which were reckless, uncaring, unbalanced, screwy, and pulled to the breaking point.
Many people of certain political viewpoints may not understand the meaning of this cartoon, because they support or favor the stimulus bill and tune out any opposition to it. But there is a lot of opposition to it -- and there has been ever since the first proposal of it. A link to the cartoon is provided below.
