The President commands in war, but only Congress can declare war. (Too bad we just go to war without declaring it any more; that defeats the intent of that part of the Constitution.) Congress makes the laws and controls the budget. The President can veto laws. The Supreme Court can declare them unconstitutional. Congress can remove the President if he misbehaves too badly. The President nominates Supreme Court justices and the Senate has to pass on them. And so on.

The government of the United States is governed by the US Constitution. Citizens in the US can exercise their power regarding government policies by voting in elections. Voting practices are fair and modernized. The people of the US have developed an excellent system of government that in today's terms means a "democracy". The pure meaning of this Greek rooted word means that a majority of votes wins elections. In order to prevent a "mob mentality" and allow for minorities to not have a voice in government, one method that has worked is to have each state, regardless of population, have two senators in the legislative branch The other part of the legislative branch is based on the population size of individual states. This system depends on the ability to compromise within the legislative branch and also the executive branch works through compromise with the legislative branch.
