All cars are more expensive to piece together away from a factory than on an assembly line due to the cost of rebuilding (time) and shipping individual parts to any given location  Also the rate charged by individual repair facilities vary as well.

How much should it cost to replace a fuel pump on a Volvo V70 wagon?

The flat rate time on that job is about 2 hours, depending on where you are the rate of a labor hour will vary. It will be more if you go to dealer than an independent garage and Volvo parts are very expensive. The fuel pump can be 100 something and if they sell you an entire sending unit that may double or triple the cost of parts then add the 2 hours of labor to get an approximate idea of the cost of repair.
