It isn't available in Animal Crossing, or Wild World. It's only available in Animal Crossing: City Folk, and to get that you'll need to donate 200,000 Bells in the Boonbox and once you get the bridge, add another 200,000 Bells in the Boonbox. You'll eventually get the Fountain in the town.
