Is the horn assembly for the 1996 Ford explorer located in front of the radiator and which side would it be on?

I HAVEN'T CHECKED THIS OUT, but I read that the horn is inside the driver's side fender, behind the removable rubber inner liner for the wheel well. The fellow mentioned to remove the driver's front wheel, pull the rubber liner down, and reach up inside the fender to gain access to the horn.
