It's not a muscle so it doesn't break down food mechanically, but it does secrete chemicals that help to break food down, like bile, which is stored in the gall bladder and released to help break down fats and make them more soluble so that they can be absorbed by the body.

yes it is because your liver mechanicly breaks down food and the chemicals pass it on to the body functions that need it.
