The speaking clock in the UK started on July 24, 1936.
Simply put it means forcing a player to make a decision. Someone playing slow can be really annoying and more so if its a tournament, so if there is a player, who is really slow, you can "punch the clock" forcing the person to play.
The clock is a metaphor for a person, whose life is ending. This 'clock-person' ticks to their death, like the clock's last tick-tocks before it dies/stops.
