Sounds like your lighting control module (LCM) is going bad.
You need to Replace The Lighting Control Module (LCM). This is not a cheap part, but a common one to fail.
I had this happen to my 1999 town car. There is a computer lighting module which controls the action of the lights. A bad module causes lights not to respond to switches ( the switches don't turn on the lights directly, but send a signal to the computer lighting module). This unfortuantely is an expensive replacement.

I purchased a lighting control module on E-bay. Pretty reasonable price but as always when buying used auto parts, buyer beware.

normally the bcm controls all of the indicators for problems with lights as well as the interior lights e.g. the bulb-out warning system and other lighting and sensing equipment related to the chassis and body----*Warning* some vehicles use this as the airbag controller as well if this is true on your vehicle unplugging it with the battery connected can cause ALLOF THE AIRBAGS TO EXPLODE
The lighting control module handles Auto lamp, Auto Dim, Illuminated Entry, and (95-97) Alarm System functions, among others.
