I had this happen to my 1999 town car. There is a computer lighting module which controls the action of the lights. A bad module causes lights not to respond to switches ( the switches don't turn on the lights directly, but send a signal to the computer lighting module). This unfortuantely is an expensive replacement.

I have no dash lights or gage lights that come on in my 1982 corvette, what could be the problem ? i checked all fuses.

Could be the bulbs or the fuses or the flashers or the signal switch assembly
It could be a blown fuse. Tail lights and brake/turn are on separate fuses. Apparently there is not a ground problem since brake/turn works OK.
Have you checked the fuses? This is more than likely the problem. Car off, pull out fuses, one by one. If link is broken inside the fuse, replace that size fuse.
Check the bulbs. If these are OK it could be the switch on the brake pedal arm.
First check your fuses if none are blown then check the switch.
