While I'm not entirely certain of the latin name, the general name I'd use for that is "mild dickishness." Some related diseases/disorders and their symptoms include: severe dickishness, which involves hurting someone so you can show off your medical skills; being a jerk, which involves intentionally hurting for no real reason whatsoever; and general-assholiness, which usually means cutting someone off, cutting in line, doing things for no reason... Are you getting my drift?
