The abrasive in toothpaste is mild enough that it shouldn't seriously harm the plastic of headlight lenses. Some people have successfully removed mild headlight lens discoloration by using toothpaste, however there are commercial preparations that will do a better job but your headlights won't smell minty fresh. But if the bulb has burned out, toothpaste won't do a thing to help.
