The footnote to Section (6)(3) on page 4 says that vehicles less than 5 years old or less than 50k miles may be entitled to free repairs by the vehicle manufacturer under the emissions warranty if the original converter was defective. The section says 8 years/80,000 miles for 1995 and newer vehicles but the footnote is on the 50k mile statement.

All vehicles registered in, or commuting at least 60 days into, Bernalillo County are required to pass an emissions test every two years. Part of the emissions test is a visual inspection to confirm that the vehicle has a catalytic converter(s) installed. Outside of Bernalillo County, state or local laws do not (as far as I know) require catalytic converters, but Federal law may prohibit you from removing your cats from your vehicle. Federal law requires all cars as built after 1975 to be equipped with a catalytic converter.
2004-07 Saturn Ion Red Line extended warranty for 10 years or 120,000 miles whichever comes first. Normal warranty is 8 years 80,000 miles.

catalytic converters can go out within that time for more than one main reason most likely your car has either hit alot of bumps in 12 years or u hit a speed bump on the way down too hard and knocked the inside of it loose.
maybe you would have to check with the rules around your town. most muffler shops wont touch that cause bye law in some places you have to have that on.
is it just shutting down or is it struggling to get to 35, if its struggling the 1st thing to check is a fuel filter if this is not the cause then catalytic converters were known to plug in those years causing too much back pressure.
I know that most(all?) Chrysler vehicles have a 8/80 Federal emission warranty on them when new that covers things like the catalytic converter. As for other brands I do not know.
