On Halloween, there will be this guy called Jack.He is the Czar of Halloween. I am not sure what he looks like though. On Halloween, you have to talk to all the animals and play a game with them. If you win, they give you candy. If you lose, they take your candy. Also, some animals will play trick-or-treat. If they say trick, they will steal something you are holding!

It actually does appear in Animal Crossing City Flok but Wisp does not appear in Animal Crossing Wild World(DS) He's talking about Game cube. No he does not only appear on Halloween. He appears sometimes on night. And SOMETIMES ok not every night. anyway good Luck!
