No it doesn't. That's a pipe dream of those that are faced with changing an in tank fuel pump. I don't know of any vehicle with an access door to the fuel pump. Doesn't mean one doesn't exist though. You'll need to drop the fuel tank to change your pump. I have a 1997 Pontiac Grand Prix and the access panel is in the trunk, under the carpet, and just behind the back seat. it has 8 nuts, then you can remove the cover by prying it up. You have full access to the fuel pump. It is secured with a large snap ring.
