no, not that I'm aware of, but you can use cards that negate effects like solemn judgment or dark bribe.

Can you special summon a synchro monster?

Almost all Synchro Monsters specify "One Tuner + one or more non-Tuner monsters" or similar. However XX-Saber Gottoms does not, as well as a Tuner, he just requires Earth monsters as components, these can be Earth attribute Tuners if you wish. Also, Red Nova Dragon has two tuners as a requirement.

Is a tuner an effect monster?

Simply being a Tuner does not make a monster into an effect monster - it is not specifically an effect monster subtype, unlike Spirit or Toon. There are effect monsters who are Tuners, but there are also Normal Monsters with the Tuner subtype too, these are in no way counted as effect monsters.

Can i synchro summon a lv12 monster with two monsters that exceed 12 total stars because the max is 12?

The maximum level a monster can achieve is Lv12 but it's wrong to say that you can't go higher than 12 for other purposes such as adding them together for whatever reason. To Synchro Summon a Lv12 monster, the combined levels of the tuner plus material monsters must be 12 exactly. If the monsters you're trying to use as material exceed 12 levels, then they cannot be used for a Synchro Summon. If they added up to Lv15, that would mean they can only summon a (non-existent) Lv15 Synchro, nothing says it therefore 'counts' as being able to summon Lv12.

Can you tribute a monster summoned by 'Call of the Haunted' the same turn it's activated?

No part of Call of the Haunted's activation prevents monsters from being tributed. Of course, if you activate it in your opponent's turn, you could only tribute the monster for a spell speed 2 effect or trigger.

Can you use DNA Surgery on a synchro monster and turn it into a synchro tuner monster to summon Shooting Star Dragon?

No, DNA Surgery only lets you change the creature's Type. The valid types are: Dragon, Beast, Beast-Warrior, Divine-Beast, Psychic, Pyro, Thunder, Rock, Warrior, Spellcaster, Fairy, Fiend, Winged-Beast, Zombie, Plant, Aqua, Fish, Insect, Sea Serpent, Machine, Dinosaur and Reptile. DNA Surgery cannot affect super- or sub- types. It cannot change monsters into, or stop monster being; Toons, Unions, Spirits, Geminis or Tuners.

How can you return synchro monsters from your graveyard to the field?

You are allowed to use Monster Reborn and similar cards, under most circumstances. The important thing is that the Synchro Monster must have been properly special summoned first. If the Synchro Monster ever goes to the graveyard without being properly summoned by Synchro Summon (ie, Starlight Road can do this) then the Synchro Monster cannot be revived like that. Similarly, if a Synchro Monster had its summon negated, it also can't be brought back from the graveyard. Last thing to consider is some might say "cannot be special summoned except by Synchro Summon" meaning the only way to summon it is by Synchro Summon, there is no other way, even if it was properly summoned first.

What does the effect of mono synchron do in Yu-Gi-Oh?

Mono Synchron's effect says that if it is used as a Synchro component, the other components must be Lv4 or lower Machine or Warrior-type monsters, and they will count as being Lv1. So for example, Formula Synchron could be synchro summoned using Mono Synchron and any Lv4 or lower Machine or Warrior, as they will count as being Lv1, so 1 + 1 = a Lv2 Synchro.

When playing Yu-Gi-Oh what happens when you add a level to a monster?

Nothing usually. If somehow you added a level to it in hand, then it may now require tribute, or more tribute than before. On the field, a level change only affects things that directly refer to level. Fortune Ladies have ATKs based on their level, so increasing theirs is good for them. As well as this, Synchro Summoning looks at the monsters' level, being able to add levels to a monster might change your Synchro Summoning options.

Can a monster be special summoned from the graveyard without being properly summoned?

If the monster is a 'special summon only' monster, then it can be revived from the graveyard by cards like Monster Reborn, only if the monster was properly special summoned by the listed methods. Synchro, Ritual and Fusion monsters count, and are considered properly summoned when Synchro, Ritual or Fusion Summoned. In the case of Fusion Monsters who can't be Fusion Summoned (XYZ fusions, Gladiator Beast Gyzarus), then simply following the text is enough to count as properly summoning it. Examples of 'improperly' summoning them would by Cyber Stein, and Starlight Road, as these do not Fusion/Synchro Summon. If the monster says 'cannot be special summoned except by', then there is no possible revival from the graveyard except in the most specific circumstances (Level Modulation), and even then, it must be properly summoned first. Lastly, if the monster has neither restriction, then it does not need to be summoned properly first, these cards can be discarded and Monster Reborn'd freely.
