if you use a cheat to disable the complexity meter, any creatures that surpass the limit will not be pollinated. I assume it is to keep them from overloading the servers with the excess parts. The people with many parts probably used low cost parts and are at or near the complexity limit.

Though I am not positive, I don't think you can share your overloaded creations. Note that the freedom cheat will not work in game.
