I can't imagine such a thing. Politically, this would be someone saying "it's all safe now...". If anything happens at that time, their career is dead at the very least. Maintaining a higher level avoids this problem.
The Department of Homeland Security was created because of 9/11/ 01 terrorist attacks and the threat of future terrorist attacks. The department cooperates with US internal law enforcement agencies. It also shares terrorist information with other nations fighting terrorism. The department monitors Internet traffic as well. This is because terrorists frequently use the Internet to communicate.
Yes, the Department of Homeland Security (DHS) provides information about counterterrorism on their official website. They offer resources and guidance to help individuals, communities, and organizations identify and prevent terrorist activities. The website includes information on threat levels, reporting suspicious activity, and various initiatives aimed at countering terrorism.

The Director of Homeland Security comes to work in the morning and says, "It feels like an elevated threat today." Truthfully there's no set criteria for the Advisory System and the best action to take if the threat level is ever elevated is to tuck your head in between your legs and pray. Unless you're an atheist, then in lieu of praying you would just hope luck is on your side.

Homeland Security Advisor System :) A+
The best way to stop a person from entering the USA by visitor visa if he or she is a threat to one or more US citizens is to report the person to the Department of Homeland Security. They will need the person's full name, the nature of the threat, and where the person is likely to try to enter the US.
