Unless... you have to realize that even among PC hard drives there are different types.

But no, in general when building the CCTV, the designer could have chosen whatever PC hard drive fit his needs at the time. (how much hard drive space they want, what connectors are needed for the motherboard in use, etc)

So depending on why you're asking the question, the differences may or may not matter.

Basically a CCTV hard drive is a type of PC hard drive; there just happens to be many types of PC hard drive and the ones chosen for CCTVs are often picked for their price. They may use older connectors for old cheap motherboards or they could be smaller or slower than what a person would want for a modern PC.

So if you are trying to swap one with another, the CCTV one may be smaller or slower than what you wanted or have an old pin style for a motherboard that is no longer in use by current PC standards.

The reverse is also true, you may be able to put higher speed, higher capacity PC hard drives in CCTVs but it would basically be overkill and a waste of money since it's only being used to record video/audio and does not require a high end hard drive. (which would be designed for multi tasking or gaming and not dedicated to only one thing)
