There is no cabin filter in the escort and the heater controls (ie: Defrost/heater/Vent/out of the vent and floor etc) are vacuum operated. You may have a vacuum leak or the flapper in side the heater box under the dash is stuck as they will as the car gets older. There's a little flapper inside the box that moves according to where you want the heat to blow out, sometimes it sticks between settings. You get the fan noise but no air movement.Feel around the heat vent where the heat blows out and you might be able to feel a cable going to the box. This cable is connected to a little handle type thing that controls the flapper. If you have a vac leak the cable won't move the flap. You might be able to disconnect the cable and move the flap handle by hand to where you need the heat. At least you now have an Idea of what might be the problem. Or you could have a bad fan motor.
If you meant by brand it doesnt really matter an oil filter is an oil filter no matter what they say. Its all personal preference.

Fuel filter is located between the engine and firewall on drivers side. You will need to relieve the fuel pressure from the fuel system before replacing the filter.
