The speedometer is part of the instrument cluster, and is fused with the other instruments.
On the driver side kick panel. Remove dash panel next to fuse box.
According to the 2002 Excursion Owner's Guide, it should be a 20A fuse in fuse location #18.
You can turn the speedometer off by removing the speedometer fuse. The speedometer fuse can be found in the fuse box. The location of the fuse is listed on the inside cover of the fuse box.

The instrument fuse - if the rest of the instruments are working, you probably need a new display unit.
