Yes, there is a fuse for the windows and the heated seats in this car. For a person to find it, they would have to look at the fuse section of the owners manual.
Heated seats were optional. The only way to be completely sure they are installed on a specific Jeep Cherokee is to look for the switch that turns heated seats on.
the power windows fuse is fuse 14 the panel says back up lights but its also for the power windows

The heated front seats are an optional extra on the 1999 Subaru Forester. If you have them, the switches should be on the center console (between the driver seat and the passenger seat) just behind the gear shift lever. There should be two switches - one for the driver's seat and one for the passenger's seat. The switches each have 3 settings - off, lo, and hi.
Easy, they weren't available as a factory order option. They don't heat up no matter what you do. They were available on the LT model from the factory.
Its probly your switch on your if it dont light on you will need to change it. Its easy to do and I think the part is under $20
