Yes, there is a perfect solution for mancala. It is a trivial (defined limit of states) game, just like tic tac toe or Chess. But while not as complex as chess, the number of states is large enough that it would be unreasonable to memorize the perfect move for each state. A computer with all the states documented should be able to be perfect, provided enough memory and speed, but I don't believe anyone has the time or money to make it yet.
