Yes, there is a performance chip for a 95 wrangler with a 2.5 liter, it gives the wrangler more horse power and performance. You can purchase the chip at any automotive store or online.
If it is computer controled you can change out the chip for a performance one.

You can not install multiple performance chip. Most chips use altering of the ecu programing changing the timing and other specs of the motor with two, it would send conflicting information to the ecu possibly causing damage. This is my opinion not 100% fact
If they are coded security keys with a chip in them you will have to get them from the dealer. Otherwise any place that makes keys can make a copy if you have one. If you don't have one, back to the dealer. They can use the vin to make you a key.

You can customize your tuning on the chip to improve your gas mileage and decrease performance and vice versa. so it all depends on how you want to customize it. some chips come with software pre-equipped with different tuning levels. one for improved mileage, one for performance and one in the middle.
