a washer is generally a rubber washer that tightens and seals as sometimes they will go bad and have to change it..
Most of the time, the old links are corroded together, and it's much easier to use a cutting torch to remove them. Once they are removed, install new links & bushings (bolt, washer, rubber, sway bar, rubber, washer, sleeve, washer, rubber, control arm, rubber, washer, nut)
You cannot install a heat tape on the washer horses when it is made of rubber. Fabrication may help in replacing the rubber.

The water lines on the 95 Chevy Caprice include the lines that lead from the window washer fluid to the windshield. There are also water lines that lead to the water pump on the Caprice.

probably being over used and the rubber inside is burning and melting....
If the reservoir has a hose that travels to the top of the radiator, then it is filled with engine coolant. If the hose is not connected to the radiator, then it is most likely a windshield washer bottle.
A simple metal washer--to increase the surface tension area of the screw or lag head. A rubber or plastic washer is usually used to help seal connections from leakage.
probably the same place as on the 66 chevelle as they are both A-bodies, the washer bottle is on the drivers side right next to the radiator and mounts in a holder that is bolted to the radiator support.
