Absolutely not!

Napalm is a sticky "jellied gasoline" incendiary bomb material, that does not dissolve in water. It floats on water, burns, and any that washed up on the shore would stick to vegetation and buildings igniting them!! It is very unlikely to have any effect on the algae which live in the water out of reach of the heat of the fire above the water.
