The United Kingdom does not have a Presidential System. Instead, they have a parliamentarian system with a Prime Minister and Deputy Prime Minister. The government in England is currently a coalition between the Conservative Party and the Liberal Democrat Party with the Prime Minister being David Cameron and the Deputy Prime Minister being Nick Clegg. The duty of a Deputy Prime Minister is to assist the Prime Minister in decisions, press conferences and also to be acting Prime Minister should the Prime Minister be absent from the country.

No. England is a monarchy, not a republic. So it has a monarch, not a president. It therefore does not have a vice president either. The monarch is Queen Elizabeth II.
