With no make, model, and year included in the question, it's hard to say for sure. On most vehicles, though, no, the linkage has no adjustment for that purpose. With most vehicles, adjustment of the wiper position is accomplished by adjusting the position of the wiper arm on its pivot. Usually you just remove the wiper arm from the pivot and replace it in the position you want.
