Yes. Whenever you ask a question, you are able to choose the categories for it. The icon will automatically pop up.
There is a link at the upper left-hand corner of this page that says "Unanswered Questions." Once you click that, you will be taken to a list of several different categories that lets you specify which unanswered questions you are looking for. Once you click any of these categories, you will be taken to a list of unanswered questions pertaining to that specified category.

"Topicana" is the username of an automated bot that adds categories to questions. It assigns categories based on an algorithm that analyzes the keywords that are in the question and finds the categories that have the most similar questions.

Supervisors have access a tool called Batch Recategorization (aka "Batch Recat"), where you can recategorize a lot of questions at once.There is currently a loophole with the Batch Recat tool that allows more than three categories to be added: If a question is already under 3 categories, and Batch Recat is used on the question, it is possible for it to be under 4 or more categories.However, unless a supervisor is using the Batch Recat tool, only 3 categories are allowed per question.
People do that because they don't care about the categories in which questions go into.
There are two places to answer questions on the site. First there is, under "site tools", you can click WikiAnswers for the recent questions. The other way is to go to "browse categories" and go to your favorite category. Then you would just press on the link to the unanswered questions.
