Since illegal acts are ... illegal ... anyone who helps out could be legally prosecuted. WikiAnswers does not participate in illegal activities. Questions about how to break the law are not answered, but are put into a catch-all question. ISP addresses are logged on WikiAnswers, by the way, so that if the authorities need to track a criminal down, they can do so by following their internet trail through the website!
The purpose for the Unanswered questions is for other members of WikiAnswers to answer any question that other users have about almost everything. That way the people who ask the questions are happy to have help and the people who answer the questions are happy to help.
Currently, there is no way to view a list of the oldest questions, though this may be implemented in the future.
WikiAnswers doesn't 'block' inappropriate questions, but rather stores them so no one can answer an inappropriate question that has already been asked. It is called a 'Catch-All', and it stores all of the inappropriate questions so when a user types in an inappropriate question that has already been asked and merged into that Catch-All, they will get an answer telling them that inappropriate questions are not allowed on WikiAnswers. In a way, WikiAnswers does 'block' inappropriate questions.
