I am not sure you are asking about people who have a disorder that causes problems expressing themselves (extreme shyness can cause problems forming complete sentences, as can certain disorders of the brain like autism-- some people with autism can only communicate by "echolalia"-- repeating what someone else has said, although others are more able to express complex thought). If you are talking about people who just cannot seem to express themselves clearly in words, not as the result of any disorder, there is a word for that. A person with problems conveying meaning clearly or problems expressing him/herself properly, someone who is very awkward in his/her verbal skills may be called "inarticulate." (A person who is articulate speaks well and knows the right words to use. Inarticulate is the opposite.)
