Yes it is possible, but seeing a shiny pokémon in general is 1/8500 ish, I don't know the exact stat. But I have a shiny Kyogre, so I'm living proof.
No you do not need to catch Kyogre. You can get a Hoenn starter from a guy named Steven in Kanto.
Cave of Origin but I don't recommend it. If you want a Kyogre, get HeartGold. HeartGold Kyogre kills Hoenn Kyogre anytime.
Beat all the Hoenn Gyms and Hoenn Elite Four and look in a water map. You will eventually get him. A tip if you want to catch Kyogre faster is to make a new account and only beat the Hoenn Gyms and Hoenn Elite Four. Then when you look in the water maps for Kyogre, you have a better chance to find it since there are less legendaries that can appear(only the Hoenn ones.) Best of luck finding Kyogre!

Anywhere in hoenn very rarely you can find shiny latios.
You can get one by using an Action Replay, because it is extremely rare to catch Kyogre in it's shiny form in the wild.
you can get a kanto and hoenn starter, get kyogre or groudon and anything else
