Yes, there is. Although it may be difficult to find English dubbed versions of Noein (especially over the internet), it is possible and they do exist. There will be a link at the bottom of this page which will take you to a site which offers links to English dubbed versions of Noein for you to download. Also, if you were to search for the series on DVD, you will find there are English versions available (although the DVD itself is quite rare to find).

Yes of course there is :) Wherever there's an extremely popular manga there the anime version of it. It comes in English [DUB] and English [SUB]. If your eyes can't follow along with the pictures I suggest watching the English [DUB] version. But..The English [SUB] is in better quality AND the voices of the anime characters actually sound like how I pictured they would. The anime series was stopped well before the manga was finished.
