When I was 14 I was told I could not purchase spray paint without and adult present, I am 16 now. We were also told at one time we could not purchase glue. I don't know if your son was purchasing chlorine for a pool or just bleach. I have never had a problem purchasing bleach. Many times it is the store's policy that prevents underage persons from buying certain products.
