Yes, there is a cable that runs to the rear wheel brake drums.
Located on the firewall behind the emergency brake.
The turn signal flasher is located 2 inches above where the emergency brake cable attaches to the emergency brake assembly. You lower the fuse panel and then you will need to remove the plastic box just above the fuse panel to see the flasher.

i have a '94 bucik park avenue..mine did they same thing and come to find out the brake fluid was low. If the brake fluid level is low your brakes need attention soon. Don't just add brake fluid.
