The fuse for an emergency brake is located under the brake pedal. However, it is only on the drivers side of the vehicle.
Under the dash up above the emergency brake pedal.

The emergency brake is mechanical not electrical. There is no fuse for the emergency brake. It is most likely that the brake cable leading to the rear brakes is stuck. This is quite common in vehicles with automatic transmissions because the e-brake (parking brake) is not used very often. As a result the cables get rusty and stick. It is also possible that the cable needs to be adjusted.

if they are daytime running lights you can not shut them off without pulling the fuse. but if you are parked and want them to go off you can apply the emergency brake and they will go off til you let off the emergency brake.
