For a very, very long time. If you want to test it to see if it would work for your purposes, try adding vinegar or lemon juice to a sample. See if its effervescence is vibrant and lively, and if it is not, if it is dull and sullen, then just discard that crap and buy a new one.

If the soda causes a reaction with vinegar, it is not compromised by time. Chemically it is fine. Put a little in the sink and put a couple drops of vinegar on it. If it fizzes, it is good.
It does; the longer the jar has been opened, the less effective the baking powder becomes at making things rise. The suggested keeping time for baking powder once it's been opened is 3 months. (It will probably still work after 3 months, just not as effectively).
Baking powder loses it's capability to make baked goods rise if it gets too old. You can use it and it won't make you sick but it also won't have the effect you're looking for.
