Yes, there is an update for Windows Vista in the iPod. It is available from the Microsoft Windows site. They have numerous free upgrades available for many different programs and devices.
Yes you can via a Windows Vista CD or DVD.

Windows Vista Ultimate
You can update to Windows 8 by purchasing a Windows 8 installation disk but make sure your hardware can support the update.
yes it can with windows media player.
Windows Update
Windows 7 systems requirements is where you would look. During Windows 7 one would use the Upgrade option and install an edition of Windows Vista to Windows 7. Windows Update in Control Panel will open and install Windows Vista if you already have automatic update turned on.
Plug in your iPod and start up iTunes. Click on your iPod as it appears on the list, then go to the settings/management tab (I'm sorry, I'm not sure of it's exact name.) Then, if possible, click on the update button. If it is grayed out, then there is no need for an update. If it is iTunes you are trying to update, then go to Start (Windows button for vista)>Programs/All Programs>Apple Software Update. Then apply the respective updates you need.
From what I can tell, you can't, because Vista is a giant bag of dicks
Theoretically you can, but you have to make sure that your laptop is able to handle Vista requirements.
It won't install. The update code looks for parts of the Vista code to backpack itself onto. Therefore, if all of that code is missing, no install.
It depends on what kind of hardware you have. There is no direct upgrade from 98 to Vista. You'll have to basically format the drive and do a clean installation.
