Most dragons are for paying members. The only dragon is the one for the quest Dragon Slayer. In the quest 'Dragon slayer' you have to kill a dragon named elvarg and after you have completed this quest your a ble to go back to crandor and battle elvarg as many times as you wish

You can buy one from Oziach after Dragon Slayer quest, or you can get a free one as a very random reward from a level 3 Clue Scroll.
Once you have completed all the free quests in Runescape nothing happens, you can continue to play as normal and if you have members benefits then you can carry on your questing by completing members quests.
