Not sure what is meant. If you mean 'legal' to use music for backgrounds ? If so, that's called "buyout music". Do a google search and you'll find companies/studios who offer it.
The difference between Hd music videos and regular music videos is that Hd music videos have a better resolution, which means it shows more clear, and Hd is more expensive. Regular music videos dont show as well as Hd Music videos
