They select the three most likely strains by looking at what is circulating in Asia (where most flu viruses get their start each year) and also in the opposite hemisphere to see what strains are spreading in that flu season on the opposite side of the world with the opposite season. Some times it is difficult to select accurately, or the influenza virus may mutate somewhat before it makes its way to the other side of the globe.
Each vaccine must be proven safe and effective through laboratory and clinical human trials before the Food and Drug Administration approves them for use.
