Drain it. You can rent a pump from a tool rental or home improvement place for this if needed. Scrub it. Use a simple weak bleach solution with a few (FEW!) drops of dishwashing liquid in it, and a push broom to do most of the scrubbing. Drain out the cruddy water from the cleaning, rinsing well as you go. A little (LITTLE, I say) soap residue will not harm anything when refilling, and bleach certainly won't. If you still need help because it's not coming clean, talk to a pool specialist. Many common cleaning chemicals would be disasterous depending on what the pool is made of.
