This question can be answered in SO many ways. Yes, there is a device you can use to backup your WHOLE computer including OS & programs etc. it's called an external hard drive or external TBU unit. Now for the actual copying of the entire drive, I recommend using a GHOST program. Norton makes a decent one called "Ghost". The program just replicates your ENTIRE hard drive, OS and all onto the backup drive. The coolest thing about this "Ghost" program is, if your entire drive can be crammed onto 1 burnable cd, you can set it up to be a boot-able disc and your entire PC back up & running in the time it takes to burn a CD!
