Yes. It rains in the Middle East, just not terribly frequently. Just because places are scrubland or desert does not mean that they never receive rain; it means that they receive rain less often than most other places.

No. The Middle East is far too arid (in even its most humid and rainy parts) to support a rainforest or jungle.
